It means you have either dialed a dissconnected number or you are trying to make a long distance call and you forgot to dial a 1 or a 0 plus the area code of the number you are calling.
There is a phrase that is used often when telephone numbers are disconnected or the wrong number has been dialed. This phrase is: "Your call cannot be completed as dialed. Please check the number and try again."

It sounds like there was a glitch in the switch. The telephone switch didn't recognize the number that you dialed and played the wrong error recording. If the problem persists, call the phone company and ask to report a technical fault.

That message is sent to you because you dialed a number wrongly, or dialed an unused numbers. Try using the area code in front of the phone number - that may work.
