LeTs look at perms, that hair is wrapped and the waving solution is put on, this breaks the disulfide bonds in the hair so they can reform into a curly state. The neutralizer is applied to keep the disulfide bonds in that state. I'd it is not appliend the hair will be limp and hold no curl. In a relaxer the neutralizer does the same thing. It keeps the reformed disulfide bonds in their new structure while also bringing the pH of the hair back down to normal.
