There should be no confusion, there is ONLY one instance where "right of way" is defined, Rule 9. There is only Stand-on vessels and Give-way vessels.

Definitions(b) "Sidelights" means a green light on the starboard (right) side and a red light on the port (left) each showing an unbroken light over an arc of the horizon of 112.5 degrees and so fixed as to show the light from right ahead to 22.5degrees abaft the beam on it's respective side.

∙ 7y agoThe green light on a boat signifies the starboard side (right). There will be a red light visible on the port side (left). If you see both lights at the same time then you are on a collision course with the other vessel.
