There are two meanings to "peer"
- Those who have less than 100% of the content associated with the torrent. They download from seeds and other peers and upload to other peers. (Most bittorrent clients use the term this way).
- All of those active on a torrent, i.e., those who have 100% and those who have less than 100%. (Most torrent search sites use this definition).
uTorrent uses definition 1 for peers.

Leeching: People that are downloading....not good
Seeding: People that are uploading....very good
You want alot of seeders and not so many leechers

It will be a slow download

Leeching: User's that have downloaded the file 100% but then immediately remove and this is done repeatedly for every file they download.
Peers: User's that are downloading the file but sharing what they have downloaded.
Advise:
The more seeds and less leechers you have on a torrent file, the faster it will download.
Reason: Because you have more user's that are sharing the file.
The more leechers you have more than seeders, the slower the download will be.
Reason: Because you have more people deleting the file after it is downloaded, which will prevent others from downloading a share from it,
