seeds are people who have the complete file and are uploading it. peers are people who are downloading the file and at the same time are uploading the file fragments that have been downloaded to their computer.

Yes. There are two principles involved. 1. The more upload your uTorrent gives out, the more download it will receive back from other peers. 2. If upload in uTorrent is set too high, or to unlimited, download speeds will suffer as needed communications (resend requests, acknowledgment signals etc.) will not be able to get through.
