Ralph initially spots the conch shell in the lagoon but Piggy identifies it and tells Ralph that it can be blown, although he is unable to do it himself because of his asthma. Piggy instructs Ralph in the correct technique to use to get a sound from the conch shell. You could say that they form a partnership in which Ralph leads by action and original thought but his actions are influenced by Piggy's ideas. Piggy is essentially his technical expert.
Piggy advises Ralph to blow the conch to gather everyone because it is a symbol of authority and order among the boys. Ralph decides not to blow the conch because he is frustrated and disheartened by the boys' lack of respect for rules and order at that point in the story.
In chapter 1 Ralph and Piggy discuss whether anyone knows that they are on the island. Ralph suggests that his father will come and rescue them as soon as he can, telling Piggy that the people at the airport will tell him where they are. Piggy replies, and I quote... "Not then. Didn't you hear what the pilot said? About the atom bomb? they're all dead."
Piggy's motives are to build a peaceful society that focuses on rescue, a lot like what Ralph wants. He does not like Jack and I would say He's highlights are earning respect from the other members of the group.

During the meeting in chapter 8: Gift for the Darkness Jack accused Ralph of being a coward. He also said that Ralph was, 'like Piggy. He says things like Piggy.' And that Ralph wasn't a hunter and would never have got meat for the boys.
