What does preconsidered mean?

The term "preconsidered" is actually an oxymoron, because one cannot consider something before considering it. However, it is used to differentiate between situations that have been planned for, versus those that have not been planned for. The usual terms used are anticipated and unanticipated.

It has also found use as a legal term synonymous with premeditated or preplanned.

The similar actual word is reconsidered, meaning reexamined or revisited, especially where a decision may be reversed (or a process may be changed) as a result of reconsideration.
