To reiterate means to state something again in terms more easily understandable. For example if someone is speaking in a bunch of technical jargon that only an expert in the field would understand, a person would reiterate something in layman's terms so the the listener would better understand it. It an also be used as a means to further enforce a point. An insructor could reiterate a point to imply its importance.
