When you click on their picture you will be redirected to a page full of prostitues and cam girls looking to get ur money. In this case click the "spam tab".

The website GetDare could be saying that you are a spammer if you have tried to friend too many people who have denied your request or said they don't know you. You may have also sent unwanted messages to other users who reported you as spam. Or maybe you posted links that other people have reported as spam.
