Why are mentally ill people stigmatised?

Because they sometimes will have unstable mood swings and erratic behavior. They appear to be a risk to employees, and other human beings at times. If they are unable to think clearly, it would lead to drastic consequences in some occasions.

Why are warnings permanent - wouldn't it be fairer if they had a time limit so users who change their ways aren't permanently stigmatised?

No. Warnings are permanently recorded so that the history is known. If they had a time limit, even those who didn't change for the better would get off, given enough time. Another solution would be to check up on every contributor that is warned ever - this is quite impossible currently, as nobody records who they warn or block and doing so is a major use of time that could be spent elsewhere. There are sketchy plans to create a feature like this, however, so that checking up could be feasible. Perhaps in future it would be possible to remove warning histories from those who had settled down. Besides, any contributor who changes their ways would not be stigmatised; anybody checking their contributions would be able to see that they had made a good effort.

You like to wear womens lingerie is that weird?

A Little bit, However there are lots of men that like to wear womens clothing and what is the harm in that if it feels good to them. Some would definitely say this is weird. For men who share this with their wives although it could seem perverted at first their wife may allow them to wear it in intimate moments which could improve their sex lives beyond belief. However, you do run the risk of being stigmatised.

What are two of Caesars weaknesses?

Epilepsy was a relative weakness as it did not stop Caesar for achieving the conquest of Gaul, seizing power through a civil war, being seen as the hero of the people (even though at the time having an illness or a disability was stigmatised) and carrying out impregnation and needed reforms. His two weaknesses were vanity and megalomania.
