No. It is a synthetic fabric, brushed microfiber Polyester. Nice look, have two ivy caps made of this material and they are machine washable. About half the price of suede caps.
I think I would clean them like suede. There is a little brush made for suede that brushes up the nap on the suede. Works wonders. I think you should be able to find one at a shoe store or shoe repair shop. Never wet your suede.

In general, no. It can, but it will leave you with a slick, sort of oily finish, which won't really look like suede anymore. For suede, the only thing you can do is use the modern sort of waterproofing sprays: there's various compositions, some of which might devolve the dyes in brightly coloured suede, so you should probably go to your local shoe repair shop and ask what's right for you.
