"Surface storage" is a hydrology term that refers to water from rainfall that is temporarily retained and doesn't immediately add to a stream's flow. Rain that "soaks into" the ground, rain that sits in puddles or ponds, rain that is retained or held back by any means is considered to be in "surface storage."
