The best thing to do is to buy a BCM from the GM dealer and he will programme it for your specific vehicle, in your case a 2001 cavalier. I have the exact car, same year and I also need a new BCM. I'm picking one up at my local GM dealership for about $240Can. that includes the BCM and the programming. Hope this helped, and good luck.
Hi, The Body Control Module (BCM) is located under the dash, on the passenger side of the van. You will have to remove the lower dash panel to get to it. I have included a link below that shows its location, and there are various photographs. I know this is for a 2001 model, but the 1999 model has the BCM in the same location. Good Luck, Greg

The Body Control Module (BCM) contols the locking and unlocking of all doors in the car.
It must be programed using special equipment like a Tech II, used by dealers.
Cruise control is controlled by the PCM on all Cobalts regardless of automatic or manual, which communicates with the BCM which controls automatic transmissions. if there is a problem, it is either the button, the wiring, or the PCM itself, or the BCM controlling the transmission
