Biblical text does not refer to a woman's dress, it refers to a woman's skirt.
Discovering someone else's skirt (uncovering the skirt) is referring to a sexual act of uncovering the skirt of a woman.
You will find it referred to in
Deuteronomy 22:30, 27:20
You may also be looking for Deuteronomy 22:5 where it states a woman shall not wear that which pertaineth to a man, neither shall a man put on a woman's garment, for all that do are an abomination unto the Lord thy God.
This verse is referring to a woman taking the place of a man in a sexual act and a man taking the place of a woman in a sexual act, its perversion and an abomination.
