ECM means Engine Control Module. It is the car's computer and controls ignition, spark, timing, emissions etc. A vital part of the car.

The engine computer is also the regulator, it is behind the battery. Not on the 1991 Dodge Cummins, the voltage regulator is located on the firewall. On the 1991 gas burner, it is in the ECM.
it is behind the kick panel on the front passenger side of the car , I believe two screws hold the kick panel in place.
