That is a loaded question, the answer is "It depends"
It depends upon the heart and mind of the person asking the Holy Spirit.... The only ones which are not asked, are the elect (such as the Apostle Paul). There are usually election on the earth in small numbers at any given time. Everyone else is freewill and must ask the Holy Spirit to intervene. However there is a caveat, the Holy Spirit knows your intentions, so men cannot con the Holy Spirit.
Have you ever wound up somewhere without much knowledge of why you were in that specific place at that specific time? That could very well be the Holy Spirit acting in your life. Read Acts chapter 2 for some specifics about the Holy Spirit. Realize that speaking in tongues there is simply the languages of the earth (not some special tongue) if its babble to you, then its not the Holy Spirit speaking. The holy spirit can speak in all languages and dialects of mankind, all at one time. Its the Universal communicator ... Man cannot do that

When a person is saved by the Lord Jesus Christ, the Holy Spirit indwells that person. Some where, possibly in our spirit the Holy Spirit lives. The church is the Body of Christ. Yes there are church buildings but these are mere buildings. Jesus Christ is the HEAD of the church and each saved person is added to the body of believers.
