The lewis dot structure for ICl2- is an octet exception and it starts like this: Cl-I-Cl with both Cl surrounded by 6 electrons and one single bond with Iodine. The Iodine has 3 pairs of electrons (6 e-) and 2 bonds with Cl (4 e-) for a total electron count of 10. The total valence electrons should add up to 22(I=7, 2Cl=14, + 1e-). The structure should be placed in brackets with correct negative 1 charge. [ICl2]-.

it cant be drawn on here but i will explain...its chloride with four bonding pairs around it bonded to iodine with two lone pairs on each side bonded to another chloride with four bonding pairs around it.
