It reads the oil pressure
The oil sending unit is below the thermast housing on a 1998 accord
Above the oil filter
At the lowest point inside the oil pan.
It is right behind the distributor. It is HARD to see and to get to.
it is located at the rear of engine block by the distributer.
Remove wireUnscrew old one and replace
It is on the back side of the block, above the oil pan, to the left of the exhust pipe.
Assuming that the engine oil is at a constant pressure, look at the oil sending unit. A bad sending unit or loose wire connected to it can cause an erratic oil reading.

Its as simple as changing a light bulb... righty tighty, lefty loosy
You need to install an external oil pressure gauge and determine the true oil pressure. The problem could be just an oil sending unit.
