No, the Quran didn't say that. A women has rights like men do, she has her duties and there are guidelines to everything. That is why Allah swt wrote Surah Al-Nisaa (the Ladies, the Women) and Surah Al Noor has many rules too.
I think you mean to say Muslim cause if meant Arab they would have to be able to communicate with those around them if you meant Muslim it's mainly because the Quran is in Arabic
A Muslim is someone who 'submits to the will of Allah' So Muslims 'originate from' since the time of the first human being to be created, Adam. Some people say 'so if Adam was the first Muslim, why is it mentioned in the Quran that Muhammad (PBUH) is the first Muslim?' The answer is simple, when these types of terms are used in the quran it refers to 'that' time. cuz Muhammad is the first Muslim in 'his time'. not the whole of mankind since Adam was created. Another example is where the Quran says 'Allah favoured the tribe of Israel over the WHOLE of mankind' this means that Allah favored them over the tribes of 'their time' not OVER the whole of mankind. hope this helps!

Tarteel is an Arabic word which has a wide meaning. In Islam the word is used to refer to the proper method of reciting the Quran. The Quran should be recited with a slow rythmic tone (tarteel). All the letters are to be pronounced cleary using the relevant rules of tajweed. Muslim scholars say that this will help the reciter to understand the Quran. The term tarteel is used in Surah Muzammil in the Quran.

And it is He Who feeds but is not fed.' Say: 'Verily, I am commanded to be the first of those who submit themselves to Allah (as Muslims)'. And be not you (O Muhammad SAW) of the Mushrikun [polytheists, pagans, idolaters and disbelievers in the Oneness of Allah"[Quran, Chapter 6, verse 14]and Quran says also:"Say (O Muhammad SAW): 'Verily, my Salat (prayer), my sacrifice, my living, and my dying are for Allah, the Lord of the 'Alamin (mankind, jinns and all that exists). (162) He has no partner. And of this I have been commanded, and I (Muhammad) am the first of the Muslims'."[Quran, chapter 6, verses 162-163]
A Muslim wife can not reject her husband like this. He has rights over her in Islam, just like she has rights over him in Islam. If she no longer wishes to be married, then she must seek a divorce through her imam. But she must have reasons for the divorce.
