well you can only use the rainbow fountain if you get a quest from the rainbow fountain faerie herself and complete it. She then tells you the next time you visit the fountain you will get your reward. you don't need to use it straight away, take your time since you can only use it once.You can choose from pretty much all the colors except-Ice, MSP, Robot, Royal, Sponge, Quiguki and Usukito get a quest from the rainbow fountain faerie is very rare so if you are lucky enough use it wiselygood luck!! :)

However, the fountain doesn't work anymore, probably because people could just buy the most expensive brush and make billions of neopoints quickly, throwing off the balance of the game.
