I would say it stands for Siri. More specifically "Siri Voice Recognition", since the regular iPhone 4 does not have Siri (by default). But I can't find any official documentation to back up this answer.

I didn't quite understand the question, but my guess is that you said "is the iPhone 4s made in memory of Steve jobs" The iPhone 4s is not made for him. It is an extension of the iPhone 3GS, the S standing for the camera and the 3G, well, standing for 3G. The S part is completely random, just like the Mac OSX, which OS stands for operating system, and x just sounds cool. It doesn't stand for anything or anyone whose name is xavier or something of the like.
