Bottled Faeries are battledome equipment. Different faeries give different damage. The link below is to a page on a website with details on each different type of Faerie. The "level" on the side just means what power your neopet will have if they are equipped with that faerie, and are at that level. E.G: Air Faerie, your neopet is level 17. It will be able to use "Dive" and possibly all the other options.
