No, Santa doesn't normally smell like trash. There was one time, when he kind of crash-landed into a landfill... but almost never. There are some fake Santas that don't always smell good, but the real one almost always smells like hot chocolate and peppermint.
Bears, like foxes and racoons, can smell food in the bins, they therefore try to get this out of bins.

Yes and no I mean they like trash, but they like deserts and food and we like the smell of foods so the answer is 50/50

Trash cans are usually covered for a few different reasons. A main one is that it keeps animals and flies out. Most animlas, like raccoons (who would go after trash in the night), would find it more difficult to remove a lif rather than to just eat right out of the can. Also, if there is any smell to the garbage, a lid or covering can keep the smell from spreading more. A lid prevents those passing by from having to smell and look at the garbage, too. Most people do not wish to see other people's trash.
Fish that is going bad usually smells of ammonia. The longer it is spoiled, the stronger the odor.
