A normal reading is less than 80. A reading higher than 90 is considered hypertensive.

A low diastolic pressure along with a low systolic pressure can drop as a result of medication side effects. However, dropping pressures are of great concern because when the person moves from lying to sitting to standing, the pressure can drop further, causing the person to black out. Call your doctor now.

I take it you mean on your blood pressure readings? The bottom number is the pressure the blood is returning to the heart.
