The US Commissary Department was responsible for providing food to Union forces in the US Civil War. The Commissary Department also benefited in its task by the creation of the US Department of Agriculture. Under its policies, farmers were rewarded for planting needed crops for the war. This also covered livestock to provide meat for Union soldiers.
Sergeant is a rank; "commissary" is a building or a function. The commissary building is the military equivalent of a grocery store, while the "commissary" function is to provide supplies to the troops. So, one of the mid-level people in the supply department might be a "commissary sergeant".

The North had thousands of more railroads for transporting goods than the South, which caused a huge problem for the Confederates later on.2. The North had more factories, and they could produce their own goods rather than buying them, but the Confederates had to buy supplies.3. The North had a larger population than the South, and a ready army and navy to fight.4. The North had already established a Commissary Department (The Food Supplier for the troops), whereas the South had not when it seceded from the Union.
