The control valve purpose is only to release any water from the crankcase if the jetski has been underwater, and water got into the engine.

The heater control valve is used to shut off hot coolant from entering the core when the heater is in the off position. A heater control valve can be actuated by either a vacuum line or a cable from the vacuum heater control valve to the heater core. This hose should be warm; if not the heater control valve is stuck and needs to be replaced
Loosen the cable at the carb and hold the choke valve wide open. Then tighten the cable. Check to make sure it closes all the way when you pull the choke lever.
most likely cause is the heater control valve under the hood on the passengers side near the firewall. Look at the control valve and cable for a crusty dry residue leaking from valve onto cable. If there are signs of a leak the fluid tends to travel down the cable causing it to seize. Once this happens the servo bends the cable on the inside of vehicle. It is very easy to replace the valve and cable, but make sure you tape the cables together to help feed the new one through.
The heater is controlled by the same panel as the fan switch. The temperature is controlled by a cable that moves an airflow control door inside the HVAC housing. There is no water control valve if that is what you are looking for.
