If your /dogshas had fleas for a while it can become allergic to a flea bite and heavy infestation can cause annemia. but the chances are it will just cause the cat/dog some discomfort!

I do not have fleas, but it is possible for humans to fleas. Usually though fleas stick to dogs and cats etc.
