Make sure travelers do not bring trade embargo items in to the u.s., also keep individuals that have not gone through the proper channels to obtain the documents to travel abroad or to u.s. this screening process is to keep criminals and terroists out. Lastly items that are purchased abroad need to be claimed so taxes can be paid for them.
