The DVA (department of veteran's affairs) oversees all veteran's benefits and enttitlements. They are in charge of the hospitals and clinics that vet utilize for medical treatment. They are in charge of paying veteran benefits. They are also in charge of rating the vets disabilities and how much is related to the service, granting ratings, unemployability and other items. They control and dictate what businesses can operate inside veterans hospital facilities. They control the amount of per diem (for mileage) a vet is entitled to when traveling to va facilities for service connected conditions and/or mandatory physicals. They are the authority that backs the VA home loan program which gives the bank a certain % of the VA loan in the event that the vet defaults. They also control various types of life insurance policies vets are entitled too.
