The term "emblem of Zebulun" isn't in The Bible. But it becomes apparent from a little research on it, that the question stems from Jacob's [Israel's] deathbed prophecies concerning the future God had in mind for the descendants of his twelve sons found in Genesis 49.
Some have created "emblems" or "shields" or "family crests" for these tribes or future nations of scattered Israel, based on these prophetic descriptions.
Zebulun's future is foretold in verse 13: "Zebulun will settle on the shores of the sea and will be a harbor for ships; his borders will extend to Sidon."
Zebulun's "emblem" seems to be self-explanatory, in that they would become a maritime nation, dwelling on the coast of the sea.
And, indeed, are there claims, today, that "Holland" is "modern Zebulun."

There are also other meanings given to the name Zebulun later, to honour, dwelling place the lofty dwelling place. Lofty as in gods dwelling place.
Joseph's brothers were named Reuben, Simeon, Levi, Judah, Dan, Naphtali, Gad, Asher, Issachar, Zebulun, and Benjamin. They were the sons of Jacob and Leah, as well as his other wives, Bilhah and Zilpah. These twelve brothers became the patriarchs of the twelve tribes of Israel.
They are listed in Genesis 35:23-26. Leah's sons were Reuben, Simeon, Levi, Judah, Issachar, and Zebulun. Rachel's sons were Joseph and Benjamin. Rachel's maidservant Bilhah's sons were Dan and Naphtali, and Leah's maidservant's sons were Gad and Asher. These twelve are all Jacob's sons and are the twelve tribes of Israel.
