General Sherman ordered that freed slaves in Union occupied territories were to be given 40 acres of land and mules to plow the land. When President Lincoln was assassinated his successor, Johnson, reversed the orders and gave the land back to its original white owners.
So it would seem to express feelings of disappointment or maybe anger? I have only herd it used once and I am not really sure its exact meaning if it has one at all.
