The gravedigger (actually the Sexton Clown) thinks Hamlet was sent to England because he was mad. Here is the relevant dialogue. ~=~ Hamlet: Aye, marry, why was he sent into England? Which time? In Act 1 he was waiting for the ghost to show up, hoping he would talk to him. In Act 3, Hamlet is haranguing his mother when the ghost turns up (well at least Hamlet sees and hears him).
