I think what you are referring to is a "blackout" headlight used on military vehicles - mostly during WWII. The headlamp lens was covered in the same camouflage green as the rest of the vehicle, but there would be a horizontal slit to allow just enough light to shine through to help light the road, but not so much as to make the vehicle easy to spot -- particularly from the air. Nighttime bomb raids occurred a lot during WWII.
