You most certainly can. Just because it is a dell printer; doesn't mean that it has to run on a dell computer; Just make sure you put in the CD to install the drivers and software BEFORE plugging in the printer otherwise it won't work
Dell are no longer manufacturing the 1710 laser printer, but this doesn't mean that it is impossible to find one. Although not available directly from Dell, there are still a few listed on Amazon, and eBay may also have sellers who still have some left in stock.

There is a special service responsible for printing it's called "spoolsv.exe". Check your services if it's running. If you want to print anything it must be running.
