who was the president that declared Thanksgiving a holiday
One turkey .
President Harry Truman in 1947
Since 1947, the National Turkey Federation and the Poultry and Egg National Board have given a turkey to the US president at a White House ceremony. Until 1989 when President George H. W. Bush officially pardoned a turkey was for the first time, the turkeys were usually treated like any other Thanksgiving turkeys. Since then, these White House celebrities have been given presidential reprieves from their death sentences. Some have been flown to California to act as honorary grand marshals for Disneyland's Thanksgiving Day parade.
They give a pardon to a turkey.

The President makes a Thanksgiving Proclamation every year. ( http://www.whitehouse.gov/the-press-office/2014/11/26/presidential-proclamation-thanksgiving-day-2014 is a site for the 2014 proclamation.)In recent years, it has become customary for the National Turkey Federation to give the President a large turkey which he pardons and sends to a farm to live out its natural life.
They DO celebrate Thanksgiving in Turkey. They celebrate the same way we do.
