Basically in economics, if property has any limitations attached to it (zoning usually limits what the property can be used for), the property has a lower value. There are a LOT of exceptions to this (imagine a factory in the middle of a farm or subdivision), but that is the general rule. Zoning will limit what the owner can do with their property. For instance, a residential zoned property can only have housing built on it. That means that the owner could not build a place of business if they wanted to.
