This famous quote by Theodore Roosevelt is in fact very clear: A person without moral education (mainly by parents as well as schooling) tends to act selfish and is likely to disregard the consequences of his/her actions on the others and general welfare of the society. However, as we almost always live with other people, it is essential to have a moral understanding of our actions and the potential outcome. Consider the example: One business owner has a moral understanding, another has not. The one without morals is more likely to not pay his/her taxes. However, it is a common duty for everyone to pay taxes fully all the time. Without tax income, government is likely to stop functioning. Imagine the police force, firefighters or army suddenly ceased to exist! Those functions rely on tax income. A person with morals considers this scenario before considering tax fraud. A person without it simply says "what the heck..."

I believe this quote can be seen both ways; " to educate a person in mind and not in morals is to educate a menace to society." Yes taxes are very important, but think about this. This country was founded on moral teachings, but what makes something moral. Everyone has their own morals, it depends on the person you are. I think this quote means to begin to think critically, and not shoot things down because someone has said what ever you are talking about is immoral. The part "menace to society" well you would become a menace because you are abnormal. People are not used to or comfortable, so they automatically assume it must be bad. But not always.
