More specifically, for example NaOH put into water dissociates into Na+ and OH- [the ones which makes solution basic] ions. Sulfate acid [H2SO4] dissociates into H+[the ones which make solution acid] and SO4- ions.

When those are put together, metathesis happens and H+ ion "finds" OH- ion, and water is made [HOH or simply H2O].

It means that there are no more OH or H ions, and solution is neutral.
