Rest A - means you must drive with corrected vision, ie, glasses or contacts.
You need to wear corrective lenses.
It means restrictions. If you have any restrictions on your license, there will be a letter next to the "rest." For instance, if you are required to wear corrective lenses, it will say Rest: B. There is a list on the back of your license of what each restriction letter stands for.
