It's a weapon, just like a Tommy Gun or a Butterfly Knife. Weapons are used when fighting other players (from the fight tab) or when attacked, and their statistics affect whether you win or lose. Each mafia member you have, including yourself, uses 1 weapon, 1 armour and 1 vehicle in each fight, they will use the most suitable every time. When attacking, it is the attack stat of the item which is used, and when defending, the defence stat. The stats of Roman Mace are 12 attack and 28 defence. This means it is quite a good defence weapon especially if you are low level. So if you are low level and you are attacked by another player, one of your mafia will use the Roman Mace in the fight, and you are slightly more likely to win.

The attack on this weapon is very low so it is mainly used for defence. If you've picked it up at a low level, it will give you an advantage over players who are fighting with loot drop and bought weapons for low level players. It will serve you well for a long time because it has a high defence stat compared to a lot of other weapons. But there are a number of weapons in the game with better defence stats than 28. For instance, the Gaff Hook (available as a loot drop in Cuba) has a defence of 35, and the Cane Knife (available early in Cuba) has a defence of 28. In Moscow there are weapons with defence stats of 44 and 43.
