It is mounted in the dash to the right of the head light switch. You will have to pop the front cover off of the dash to get to it.

If it has 4-wheel drive you would see controls on the dash to engage 2-wheel high, 4-wheel high or 4-wheel low.
A common reason the service 4 wheel drive light goes on in the silverados is a malfunction of the dash mounted transfer case control switch. There is actually a TSB on the switch assembly. This is also the easiest thing to fix. You can buy a new assembly online for around 50 dollars and it should fix the problem. But to be sure, if you are able to aquire one, the next time the light come on, plug a diagnostic computer into the port under the dash and a trouble code should come up which when googled will tell you exactly what is wrong.

The "part-time" indicator light illuminates when the vehicle's transmission is positioned into the 4 wheel drive status. Once the vehicle is returned to 2 wheel drive the front hub locks disengage and the indicator light goes out.
That happend to ours, they had to replace the board in the dash .. fixed the problem.
