Lets start at the top. The word Eureka at the top of the seal is Greek for "I found it" which is a reference to the Gold Rush in 1849. The ships in the harbor or body of water is a sign that all of the products and goods shipped in to and out of California were sent by boat. Go down farther and you see a miner digging for gold along the Sacramento River, and by him a pan and rocker, used to sift the gold from the dirt. The woman sitting on the right dressed in Roman garb is Minerva, the goddess of wisdom looks out over all of the activity. The mountains in the background are the Sierra Nevada Mountains. Sitting by Minerva is a bear, which are common in California. All of these symbols represent wildlife, natural beauty, trade, and opportunity.
The bear on the flag represents the California Grizzly Bear that one lived in California, and the star represents California's hoped for independence from Mexico.
