Normally, like the "lone star" on the Texas flag, and the star on the California flag, those indicate an independent country. Texas and California were once independent nations; Texas from 1836 to about 1845, and California for about 3 weeks in 1846. It more than likely means the same for the former North Vietnam (or current Vietnam).
