Some say the Tin Man represents industrial workers of the 20s and 30s. The workers labored unnoticed for heartless, uncaring bosses, hence the tin man's abandonment and his later search for a heart.
The Tin Man represents someone without a heart. He goes through the whole movie looking to find one only to find out that he had one all along.
