Starting in 1 John 2:7-11 the Apostle John starts talking about loving your brothers and how it was going to be a "new commandment" because it would involve a lot more than it did previously because of the adversity the Christian congregation was about to go through. In verses 15-17 he points out to not love the desires of the world.
In 1 John 3:13-24 he starts talking again about the need there would be for Christians to love one another because the world was going to hate them. He also pointed out that loving our "brothers", or fellow Christians, would involve more than just saying we love them. It would involve taking selfless actions similar to the actions Jesus took.
In 1 John 4:7-10 he writes about how "God is love" and showed this love by sacrificing his only-begotten son for us. In verses 11-19 he points again the immense amount of love God has for us, and the only way we can be united with Him is if we show the same kind of love in return to God, and towards our fellow man. If we have this kind of love we can also conquer our fear.
In 1 John 5:1-4 he points out that we can show our love for God by listening to him and following His commandments. In verses 5-12 he directs us to exercise faith in Jesus Christ as the key to following God's commandments and thus showing our love for God which would, in turn, lead to everlasting life.

To me, the most important section about what love is is I John 4:7-9 "Beloved, let us love one another, for love is from God; and everyone who loves is born of God and knows God. The one who does not love does not know God, for God is love. By this the love of God was manifested in us, that God has sent His only begotten Son into the world so that we might live through Him." God is love.
