The US does not use watermarks. They are mintmarks. They are simply small letters that identify which mint the coin was made at. On a 1898 quarter they following are possible mintmarks: O and S. O stands for New Orleans and S stands for San Francisco. It may also be blank. If it's blank that means it was made at the Philadelphia mint. If it has one of the mintmarks is located below the eagle in the back of the coin(tails).
