I disagree with the earlier answer (agree with Lulu Beatson below).
"continuous" is irrelevant. A constant is a number or letter whose value, in a particular context, remains the same. The equation of a straight line (in 2-dimensions) can be written in the form ax + by + c = 0 where a, b and c are constants. a and b do not stand alone, as suggested above. For a given line, a, b and c are constants but another set of constants will give a different line - this is what is implied by the "context".
