That the 7.3 L diesel in that truck has a turbo charger on it which uses the exhaust from the motor to spin a fan that forces more air into the cylinders to create more power.
Here's a better answer. On the 7.3L (and other models) its called MGP manifold gauge pressure. Or boost for short. Exhaust gas from the engine flow into the exhaust side of the turbo spinning the exhaust turbine which is connected to the compressor turbine on the compressor side of the turbo. This compressor side turbine spins extremely fast around 10-12,000 RPM and compresses the air coming from the air cleaner. After compressing the air the air is hot. It then goes threw an inner cooler which does 2 things cools the compressed air and when cooled makes it more dense as well. After the air is compressed and condensed it is then packed into the cyl to be compressed again and ignited by diesel fuel. Basically boost is taking all the air in lets say your living room and compresses it to the size of that cyl. So if any part of the system is open via a hose clamp,torn boot,etc. That air isn't making it to the engine, the cyl are not getting as full of air as they can and boom you lack power.

I am going to assume you mean Turbo. If it runs with no boost and is fine I would begin with two things. When the turbo is spooling does it make any noise or smoke? Secondly have you tried to spin the turbo with the engine off? If the turbo is fine and it only spudders under boost I would check your ignition system but first make sure your plugs and such are all good and gapped correctly as you may be blowing out the spark under boost. Very common with weak ignitions or big gap plugs.

Turbo boost pressure too low means that the pump isn't pumping as it should, it's not giving the pressure it should be giving. Either the turbo isn't spinning as it should, or it's not moving air as it should, or there's a leak in the system somewhere.

i believe you mean 90 psi, 6000 rpm. its how much pressure (boost) a turbo charger makes. so this particular turbocharger makes 90 pounds of boost at 6000 rotations per minute. the rpm is how many times the engine turns over in a minute.

The OBDII error code of P0299 is a generic for a low boost condition. This could mean a turbo charger and or air induction system problems.

I have a 2002 F350 and my OD light came on, that was 3 transmissions ago... by default the fords are in OD, you have to turn it off when towing. Never tow without turning the OD off first. My experience was that the trans was burned up, and the light kept flashing, or You might be exceeding the speed for being in OD.
