It means some deed done by some tyrant. That is, some outrageous act totally out of proportion to what the situation deserves, by someone in authority. Beware , it is often used by someone who is an interested party on the receiving end of some action. When if things were the other way around they would describe the action as a necessary thing for the greater good of everyone.
