The way war would affect it is that the money the government usually uses to fund things like food stamps or going to get your drivers license is that they could take money away from those things to fund the war effort. Also with building roads and bridges. I saw a History Channel special about how bridges that were built during WWII were mad of wood instead of iron and concrete and were only meant to last about 50 years so if we can't replace them soon they will collapse.
